Instituted by section 3.1 of the Act respecting the Ministère de la Famille, des Aînés et de la Condition féminine (RSQ, c. M-17.2), the National Ethics Committee on Aging (known as the CNEV, for Comité national d’éthique sur le vieillissement) is a permanent deliberative advisory body.
Its mandate is to give its opinion and produce reports on any matter submitted to it by the Minister responsible for Seniors regarding the ethical issues related to aging. The CNEV advises the Minister responsible for Seniors and fuels the social debates regarding the collective issues posed by the aging of Québec society.
The CNEV may also decide to address ethical question of public interest regarding an ethical issue or issues raised by aging. This enables the CNEV to listen to the ethical concerns of Québec society.
The CNEV is composed of 20 voting members and non-voting associate members, including a representative of the Secrétariat aux aînés. The voting members are appointed by the Minister responsible for Seniors on the recommendation of the Chair of the CNEV and the members in office. Their term of office is three years, renewable once.
In the context of the performance of the CNEV's work, the members, of all ages and varied training, base their deliberations on the widest possible range of expertise and perspectives.
To optimize its operation and ensure its independence and autonomy, the management responsibility of the CNEV is entrusted to an external body, the Institut sur le vieillissement et la participation sociale des aînés (IVPSA), which ensures the administration of the budget allocated by the Government.
